Well, I already have everything together now.    What I did do was test fit
one of the bolts without any washers, both without the fan and with the fan.
Then I compared what I had left of the bolt sticking up still with the
thickness of the washers to be used.   Honestly, it was pretty close, but I
was able to tighten them down enough to completely compress the lock
washers.  The instructions said that, with the lock washers, they were
supposed to be torqued to 18-20 ft/lbs.  Having no torque wrench, I just
made them nice and snug.

I've had a bad experience with loctite.  I refuse to use it for anything I
may ever want to remove in the future.

The fan's metal is still pretty thick, just not as thick as the previous
one.

I'll keep an eye on it.  I think I have it good and snug though and it
shouldn't go anywhere.
