[ihc] "E" suffix engines

Going thru some of my IH literature I found a fleet bulletin dealing with
the introduction of the "E" emission engines.  It gives some interesting
information that I know we have discussed and wondered about before.  I
scanned some of it and created a webshots album.  The original scans are
