New Jersey man sets new high speed fuel economy record in a highly modified
International Harvester (IH) vehicle.  IH vehicles are known in inner
circles for being complete gas hogs.  

Breaking the standing record by 28.5% and vowing never to divulge his
secrets without compensation, Dan Ness is expected to sign a lucrative
consulting contract with an enthusiast organization known as The Binder
Bulletin(tm).  It's been no secret among insiders that William Thebert, CEO
and President of a "think tank" organization known as The Binder
Bulliten(tm), had his eye on personally being the first to achieve the
coveted IH 18 mpg prize.  It's been suspected he's been conducting
extensive covert research for years just to break the 15 mpg average fuel
economy figure for a V8 powered gasoline International Harvester vehicle.
Mr. Thebert could not be reached for comment on either the new fuel economy
record or his future plans.

Speaking of Mr. Ness's success: "We always suspected he was involved in
some sort of witchcraft to attain those sort of numbers" commented an
anonymous member of the IHC Digest (an Internet mailing list for red eyed
hopeless IH computer junkies).  Fearing what he termed as "being flamed,"
the anonymous Digest member would not discuss the matter further.

Federal Investigators are said to be looking into allegations that Mr. Ness
might have used EPA prohibited or unapproved devices on his vehicle.  Such
acts could be a violation of Federal and state regulations and result in
seizure of his test vehicle and a possible prison term.
