I think he meant it'll hold the bus from moving if the engine is shut off
and it sitting there. Thus, if you lost brakes, you could put the
transmission in nuetral and use the parking brake to slow down.
The thing about the engine moving it isn't fair, even a tahoe or suburban
can pull past it's parking brake or e-brake. ;)
