on a 68 and older IH over to a 69 and later 8 lug wheel? I intended to use
tubeless 16 " wheels. Will the center hole even go over the bigger 6 lug hub
and/or drum? Any ideas?

No. You can't do it because there is always a place where the holes overlap.
No adapter could be built that would not be at least 2 inches thick, perhaps
a two piece unit. It would be possible to build 6 lug chevy adaptors fairly
simply, though. No idea if any rims are adequate for heavier duty
applications, or if they max out at half ton strength.

You can:

Have custom rims made, about 150-160 dollars each. Diamond or Stockton can
make them for you. Diamond makes them in lots of about 50-80 for the W200
crows, IIRC.
Swap to later model axles. 69-73 rear and 69-75 front are a bolt on. More
info on request.
Swap to another make of axles. Some chevy axles will fit. So will some dodge
axles.

The problem with 6 lug IH stuff is that brake drums are just too hard to
find. Save the useable drums when making a conversion.
