You might want to replace the battery cables if they're not new. Internal
corrosion gives exactly the symptoms you have.

If the battery cables are good, take the starter to an auto electric
rebuilder. You will end up with a much better starter than simply replacing
it, and in this case, it will probably cost less.

Mark the starter with paint when you install it, put the date on it.

I'm a believer in using a remote starter solenoid. It makes replacing
starters easier because you can drop the starter before you remove the large
cable that attaches to it. It makes troubleshooting problems like this much
easier. It makes jump starting easier. It takes less than an hour and less
than 15 bucks to install. It gives you an excuse to buy new battery cables
to make the installation pretty.
