As for the noise/vibration I've been experiencing: it has been

Sure. As suggested, have someone crank the steering back and forth on a hard
surface(high stress) while you watch/listen. Also, what Hofs said, and...the
water pump can make noises that you would *swear* were coming from the
steering. BTDT.
