Mine was also easily accessible- it had the flat fuses aimed 'down' at the
floor, it actually only was below the bottom of the dash the distance of the
blocks which were surface-mounted on the old bracket. The power strips you
refer to aren't the same as what I used- these are actual modular fuse
blocks, set up for four circuits each, and made so that additional blocks
will slide in and mate with the others to make one larger block (kind of
like Legos). The regular power strips (or buss bars) are great for
grounding, a buddy of mine has one on the back of his fiberglass bodied
Scout II and has no ground problems whatsoever. He did it much as you
describe, except IIRC he used a large buss bar directly off the battery
negative terminal, and ran his various body and chassis grounds off of that,
using the smaller buss bar in the rear to handle lights, gas tank sender,
etc.
