Rusty Wheels

My 79 ScoutII has four rusty chrome wheels.  I assume they are originals.
The rust is permanent.  What should I do?

Is painting them an option or a bad idea?  If it is an option, what kind of
paint and surface preparation?

If I have to replace them can they usually be found used?  If not where is a
good place to purchase new ones and what are the specifications I need to
know to not appear a nimrod?
