Tom:
  To get a hole saw to drill 1/4" wall Sq. tubing, you need the
Bi-Metal type.  Between the steel and the hole saw,
you will spend more than $18 by the time you are done.  
Top that with not having a drill press, which is the only
way you can drill a hole that big in steel and make the
hole straight...

Don't make your life so complicated and just buy the ready
made mounts, as long as you can find them for the 2.75"
dia. axle tube.  I bet a spring shop has them.  Or learn
the hard way...your choice.
