Joel,

I'd go the POR-15 / fiberglass route:  the company that sells POR-15 says
that their product can be used as the liquid component in fiberglass, it
sticks very well to rusty metal, and is more flexible than regular
fiberglass.

Look on the website for more info.  They even sell kits for the exact repair
that you are describing.
