That's one possibility.. but the frame does have holes in the bottom.
In particular, where the angle-stock that makes the step bumper bracket
is attached.. like I said, these holes in the "end-cap" (tho' it's not
capped like I think it "should" be) are there to get a wrench inside to
hold the bumper bracket bolts.. which go up/down through the bottom of
the frame.
Of course, the very rear of the frame is NOT the lowest point, either..
you're looking more at a spot near the mid-front and mid-rear body
mounts, where there's "all-body" and no "axle humps" in the frame.
I haven't looked recently to see if there are holes in the bottom of the
frame *there*, but I imagine there are..
