33 Gallon Gas Tank and Factory Reese Hitch clearence problems

IH all,
I was swapping gas tanks out and in vehicles.  Removing a 33 gall from the
parts scout, and removing the 19 gall portable napalm dripper from the
terra.  I was going to install the 33 into the terra, but ran into a
problem.  The tabs that rest on the bottom of the frame, when it is held in
place by the straps, need to go right where the *&^$^#&%&  reese hitch is
installed.  Has anyone else run into this problem?  I am pondering about
mounting the 33 above the frame, since I have no cargo floor to mention.
has anyone done this before?
