Rob,

The only thing you should have to worry about is the battery for a period as
short as three months. Get a "battery maintainer", a low amperage (.5 Amp)
trickle charger that keeps the battery from going down over extended periods
of non-use. Just having your friend start it up and let it idle once a week is
probably going to drain the battery more than charge it. Even better would be
to remove the battery from the Scout, and store it inside with the maintainer
on it. This would give you an added anti-theft benefit.
As far as the fuel additive, it's probably not necessary for just three months
of sitting, but it would be cheap insurance to add a can of stabilizer to your
topped off tank (topping off minimizes the condensation in the tank).
Another suggestion would be to cover the whole vehicle with a tarp or car
cover to protect it from the elements since it's going to be stored outside.
