The evidence points to that but it could also be blocked lines from the
tank or a blocked pickup inside the tank. Next steps are to eliminate
those choices if you dont want to replace the pump immediatly. Try
running a new line from the tank to the pump (just loose) to eliminate
the lines, the pickup you may want to leave until last as you'll have
to drop the tank to check/change it 

Of course you could always do a Manderism and just leave the jerry can
on the roof !
