Dan,

If the water in the brake system froze, the brakes would just be 
immobile in that part of the system.  No hoses would brake as the line 
pressure wouldn't be any higher than it normally is.  Just parts of the 
brake system wouldn't work.  One wheel perhaps would just not have 
brakes.

You could tell from squirrely handling
