I installed some of those seals on an old mustang I had years back and
remember that the cutting tool cut the diam. of the stem but it is also used
to cut the top of the stem to get the clearance for the valve spring retainer.
In the paper work it tells you that if you don't do the clearance valve seal
or valve train damage will happen.
