Chris, Tom,

The fundamental problem is that govt took the wrong approach with the EPA 
stds.  They went for the specification stds not the performance stds.  
Performance.  Has anyone noticed how the fuel ecomomy stds worked out.  
they are really much less painfull because they just put out a target and 
let people get there any way they want.  Same goal less pain.

'Course that makes too much sense.
