Gregg,

   Maybe you don't have air in your lines, maybe your setup is just needing
too much pedal travel before you get a good "pedal".

  First thing I'd look at it is making sure your rear brake shoes are
properly adjusted so you don't need excessive wheel cylinder travel before
drum contact is made.  Next thing, do you have a functioning residual
pressure valve in the line feeding the rear drums?  The residual pressure
valve maintains a little pressure (5-8 psi?) in the lines so the return
springs won't pull the shoes too far back from the drums when you take your
foot off the brake.  Aftermarket residual pressure valves are available for
drum brake systems.

  I don't see the point in using a Scout II disk brake proportioning valve.
 Unless you have *EXACTLY* the same braking system as was on the vehicle
that valve was designed for.  I used the orginal 800 proportioning valve &
original 800 M/C with it's residual pressure valve for the front brakes
removed. 

  Did you remove the residual pressure valve from your front brake
reservoir?  You should, but I don't think that would be contributing to
your problem if you didn't.    If you didn't remove it, you'd probably have
dragging front disks.

  So, in summary, assuming you've bled your brakes correctly, I'd start
looking for other causes of your lack of "pedal".
