Torque and anti-sieze
I was just fussing with this the other day. Machinerys Handbook has
formulae to compute the correct torque on bolts. It includes
adjusting factors for type of coating, lubrication, and plating.
The IH torque values in the engine section of the shop manual are for
nuts and bolts lubricated with engine oil. More commonly, they are given
for new, clean, dry threads. Thats why the torque values are so low on
many bolts.
