Tom,

Remember the power valve and accel pump are two distinctly different 
parts of the carb.  A too big power valve or too soon opening power valve 
will make the engine run too rich, but not much else.  Check John 
Landry's treatise on this subject.

Just increase the output of the accel pump till it runs well when you 
are moving the throttle open.  The accel pump has no effect otherwise.
