Mike,

The latching mechanism in the liftgate has a sort of paddle with a hole in
it.  If the push button is properly locked, then a projection at the back
of the push button will simple pass through the hole without actuating the
latch.  When unlocked, the projection strikes the paddle and causes the
latch to release.  If you're sure the latch is catching, but the push
button always opens the liftgate (no matter what the position), then the
projection must always be hitting the paddle.

Take the latch out from inside the liftgate and you'll see what I mean.
You should *not* need to remove anything but the lock assembly to remove
the latch assembly.  The catch rods can stay in place.  Try it.
