This is close, but the dashpot is speed dependent. The solenoid that
activates the dashpot gets its signal from the speed sensor which in
turn gets its signal from the speedo cable. It shouldn't be active
unless the truck is doing (I think!) about 25-30 mph. When you back off
suddenly or are coasting down a hill it alows more air in to burn the
excess fuel and reduce emissions. It comes in a few forms over the
years, from mechanical switching to electric.
