Had the same problem with my 68 Travelall.

I put some of those slotted shelf channels that you at the lumber yard.

Laid them on top of the bows that are above the headliner and used large
sheet metal screws with a washer to screw the head liner to the shelf
channels.  I used two rows of the channels.  Been there for 15 years or so.
