That sounds like the mechanical governor on the 366's in the Chebby farm
trucks I used to drive and head-mechanic on, circa 1981. They had
Holley 4-bbl carbs with an extra vacuum solenoid that was hooked to the
distributor. When the engine reached the governed speed (a little over
6000 RPM in this case) the distributor supplied vacuum to that solenoid,
which closed the throttle just enough to keep it right at the governed
speed. You could use it as cruise control by just putting the pedal to
the metal.
